3 weeks Bald cut

Question

I learned in Yeshivah that "bitul be'rov" is a "Mitziut" in the "cheftzah". Stating such, would it be permissable for me to take a hair cut, or technically a bald cut, since my hair is "batel be'rov"? LYA
