3 Weeks Clarification

Would the Rav please clarify these two responses: The first was: Can one have an engagement party during the 3 weeks (not the 9 days). There will be no music or dancing? Is listening to music permitted during the 3 weeks?

1) For Sephardim it is OK. Ashkenazim have a custom not to have a party with music during the three weeks. 2) It is the same as all year, except on Tisha BeAv. The second was: What are the Halachot regarding listening to music, attending live concerts, and attending parties during the 3 weeks between 17th of tammuz and 9th of av? are there different restrictions 1)during time between rosh chodesh av and 9th of av? 2) the week of 9th of av?
