R Dovid Ribiat is a rov in New Heampstead, New york.He wrote the seferabout 3 yrs ago so i would assume he's still alive.(The sefer has haskomos from R' Pam a"h,R' shmuel Feivelson,R' Nissim Karlitz,R' Scheinberg,R' Yisroel Belsky,R' Leib Bakst,and R' Shmuel Kaminetzky, so i'm sure it has some credibility.)He quotes the Daas Torah,whoever that is, as saying that one is permitted ,acc to all poskim to read religious papers on shabbos.(R' Yisroel Pinchos Bodner also sais that in his sefer without quoting a source.)
