if a sefardi asks a question to an ashkenazi rabbi, or vica versa, should the rabbi answer based upon his own custom of psak, because to him that is the correct psak, or should he answer based on the traditions of the one asking the question. eg. an argument between the Bais Yosef and Rama"h

That is a loaded question. Technically any real Rav can answer either way. If you ask for the Ashkenazi Custom or the Law that the Ashkenazim follow, the Rav should be able to tell you that, even if he is Sephardi. But there is a lot on this subject that needs explaining. I'll get to that in a bit. AA
