BAD RABBIS

Question

Why do we tolerate and what can we do about halacha fliouting rabbis? I try my hardest to stay away from new minionim out of fear for the chillul Hashems I would witness. But I know a well respected rabbi [sic] who speaks non stop at every repetition of the Amidah [according to Rabbi Solomon the worst infraction in Shulcan Aruch in terms of warnings against the behavior] and anotherrabbi [sic] who talks during davening whenever he wants and buys properties in frum neighborhoods before Jews can buy them and then rents them out to slums. I have no doubt the these two are not the exception and that more flagrant abuse of Torah takes place by frums. Where is the law??????
