Bagels

Question

I know that when one cooks bagels, they are boiled first, then they are baked. I was informed that the reason this was done was so the bagels could be eaten "on the run" without having to wash and say Motzi. Boiling first, it was told to me, makes the bagel a "non-bread" and one can say Mezonot instead. Is this true? What is the proper blessing for a bagel? Thanks!
