Beeper

Question

AA> I do not understand. Why can't a person who must be on call attend shul and use the shul telephone if his beeper rings? Why must he "stay near a phone" in his house? Why isn't it sufficient to stay near a phone in shul (or to carry a cell phone?)

The issue would be the need to carry a beeper on Shabbat in public streets. AA
