Bracha on talit

Question

Hi. when should one say a bracha on another's talit if... [1] one borrows another's talit with permission [2] one used a talit left by somebody in shul without permission [assuming this is ok] [3] one uses the shul's talit [ie for an aliyah] do any/all of these require the bracha ? why/why not? thank you.
