Is it permitted to wear a "cap and gown" at a graduation or is is chukas akum?

If that is Chukot Ha'Akum, then the black hat and suits that Al Capone's generation used to wear would be worse for us to wear all the time. And the garb of the 1800 Polish pheasants and Hungarians and so on would be Chukot HaAkum. To avoid getting into a world-war, I'll avoid answering this question. Good luck! AA
