You wrote Fresh corn that was never dried or dried but was never mixed with water is good for Ashkanzim. It is no different than wheat in this respect. (That includes some popcorns) Corn starch, syrup, sweeteners etc. are a problem because of the processing. The same goes for all kitniyois. But your father's pesak is that even corn that is mixed with water is OK since corn was never part of the minhag of kitniyot. Also, I believe that your father holds (as did R. Kook) that ALL legumes can be eaten dry, since the minhag of kitniyot can't be more strict than actual hametz, and as you note, you could eat dry wheat.
