What do you think about the notion of Daas Torah, where the gedolim can issue declarations on all sorts of matters without providing any Torah proofs, and they claim you must ubey because they express the Daas Torah?

Where is the source for this? Can this also be done by those that are not Moreh Hora'ah (Poskim)? AA
