dishes on tishah bav

Question

1)can one clean / wash dirty dishes (ex.dishes etc from the se'udah ereb tishah b'av) after the tzom has started? 2) would it impact the rule if gloves are worn so no water is washing the hands in the process? or should it just wait until after midday.
