Question

can one eat fish or pasta in an unkosher restaurant, are there any mitigating factors?

Bishul Akum. You would need to put the food on the fire, mix the food, or for Ashkenazim at least turn on the fire. ....and of course make sure all the ingredients used are Ok. AA
