Electricity and Geirut

Question

Dear Rabbi, 1) Is electricity considered taking fire from a pre-existing flame (for Yom Tov purposes), or is it considered creating a new one? 2) Is extinguishing electric light OK on Yom Tov? 3) Is the Syrian Takana against geirim halachically valid (they won't even consider gerei tzedek Jewish, won't allow them to marry Syrians, get aliyot or be buried in a Jewish cemetery, etc., etc.) ? Allegedly the Syrian rabbinate instituted this takana and it is universally observed in their communities, but it seems to be anti-halachic because it involves rejecting kosher gerim who have already been accepted into Klal Yisrael by bona fide batei din, and are fully shomer torah u'mitzvot.
