Empire Turkey Breast

Question

My mother bought an Empire turkey breast from Pathmark. It was in a shrink wrap but had no other seal or sign. I remember learning that you need 2 signs but someone mentioned to me that a shrink wrap alone is okay because it is impossible to replace once it is removed. What's the scoop? P.S.
