Question

well then how is it that any eruvim anywhere are accepted? is there really anywhere in the world that is exclusively comprised of religous Jews? is the rav saying that eruvim are completely unallowed?

Believe it or not, for the most part, yes. There are exceptions to the rule, but to make an eruv around a whole city is very hard, according to my father. CYA
