fake posek

Question

" Any student who has not reached the level of Posek, (the level where he is sufficiently learned and his Midot (character traits) must be in check,) and he acts like one, which means that he tells people what the Halachah should be, answers questions or similar, is a Rasha, Shoteh, and Gas Haruach……(sinner, fool, and egotist). " What exactly puts someone on this level? What if someone asks me a question and I've learnt throught the sugya, can i tell the person that the shulchan aruch says...... Is that considerd a psak? What if a shaalah comes up in my own life and because of laziness or certain cicumstances i dont ask a rav and base my decision on my own "psak" am i a rasha, shoteh,etc....?What if someone asls what does Rav Abadi hold or someone else, and i know is that aproblem?
