IS IT A MITSVA TO GIVE CHARITY TO A NON JEW OR JUST A NICE THING?

Neither! It is not allowed. Last week's Parsha says "Lo Techanem." Only a non-Jew that keeps the Mitzvot that are required for non-Jews, known as a Ger Toshav. AA
