I know this isn't a cooking site, but the reason bagels are boiled before they are baked is to give them their characteristic tough on the outside and chewy on the inside texture. Otherwise they'd be nothing more than a roll with a hole in the center. (Some manufacturers (especially supermarkets)steam the bagels rather than boil them, making them neither a bagel nor a roll)
