Answered by Chaim Yisrael AbadiThis goes under the umbrella of Tzniut. Tzniut, is not for the others, it is for yourself. Those who teach that girls should cover any specific part of the body because a man will have bad thoughts, is misleading the girls. For example, elbows are usually not very attractive, which is why they sell creams for the elbows. If the reason to cover is for the others, then why cover the elbow? CYA
