Judging

Question

What is the halacha of judging another Jew? I know a guy who does not wear a kippa outdoors during the week and isnt so overtly "jewish" in his dress but he is completely shomer shabbat, shomer mitzvot and learns fervently. Where do we draw the line in how we judge others?
