Keeping only one day of yom tov

Question

Hello Rabbi, I have heard from many sources, that even Americans who do not live in Israel are allowed to keep only one day of yom tov on for example pesach(ie-one seder). I heard that this is true even if you are not making aliyah - please explain this to me and why it is OK. Thank you for your help!
