Kipah and Talit Katan

Is a male obligated at all times to wear Talit Katan and a Kipah or other head covering? What are the reasonings for each?

Yes, except when not applicable, like when going swimming, and similar. The reason is because our Rabbis require it. It is meant as a constant reminder of God and his laws. AA
