kitniot/meipeirot 2

Question

Rabbi Abadi please excuse my ignorance. 1- if an askenazi can eat rice cakes w/out water, and air puffed popcorn on pesach since we are not more machmere by kitniot than by grain, than why can't askenazim eat kitniot cooked with mei peirot on pesach? 2- i would also like to clarify that in my previous question about boiling off the water from mei peirot, i am asking whether one considers the boiled off water as mei peirot?
