kli shlishi

Dear Rav, You wrote that a kli shlishi is not so relevant because we hold no bishul in kli sheinee. But what about "Kalay Habishul" like tea leaves, do we hold they also don't cook in a kli sheini? can one make tea on shabbos in a kli sheini? Thank you R.G.
