Kohnim-washing

Question

I learned a kohen must wash just before Bercat Kohen. My friend said it is unnecessary because the morning washing covers it and its more important not to miss the Hazzarah while washing. I Explained that's only if there's no water around but because the Kohnim washed before serving we must too regardless of the morning netlat yadiem. What is correct?
