kosher?

I would like to know if the following chocolate bar is kosher. it was considered kosher in the 60's and 70's however it bears no hashgacha today. It is a Canadian Chocolate Bar from Nestle Inc. Its called Coffee Crisp. The lady who told me the ingridients stated that according to canadian health laws, all ingridients, regardless of the percentage of its content, must be listed. Here are the ingridients: Sugar, Milk, Chocolate (sugar, milk ingredients, cocoa butter, chocolate, soya lecithin, natural and artificial flavours), wheat flower, hydrated soybean oil, modified palm and vegetable oils, skim milk pwder, cocoa butter, modified corn starch, chcolate,soybean lecithin, coffee, sodium bicarbonate, yeast, natural and artificial flavors, carnauba wax, color. thanx a lot gmar tov
