kosher rules

Question

I'm new to the rules of trying to keep kosher. Why do several Iranian Jewish families I know consider poultry to be like fish and not meat and serve chicken with milk products? Is this okay for Sephardic Jews? Was this ever a common practice? THANK YOU SO MUCH.
