Laws on chamets

Question

What is the basis for Sephardic Jews having one set of laws for chamets and Ashkenazic(sp?) Jews having another? I've researched this, but can't find any good detailed answers. I saw a reference to the Talmud but I don't have one. So, that doesn't really help me. Please help. Thanks, Yan
