Learning at work

Question

Hello Kevod Harav, I work as a software developer for a company. (I am not paid by the hour, but I have a fix salary.) During my lunchtime I learn michnayot (and read the Q and A Forum!...). It does occur that during working hours things are slow, would it be permitted to learn or would it be considered stealing?

If you read a news website or a novel, would they mind? Use that as a way to determine. If you can't answer this question, ask them. AA
