Lights on YomTov

Question

I heard somewhere that it is mutar to turn on things run by electricity on yomtov. The logic being that since electricity is constantly flowing in the walls, turning on an electrical appliace is only havara, and thus mutar. Does Rav Abadi paskin in accordance with this postion. Thank you
