Question

Out of curiosity - Does one who receives charity also need to give maaser?

On Purim, he should give "Matanot L'Evyonim," (gifts to the poor). Even if it means, he exchanges his meal with another poor person like himself. He certainly shouldn't give 10% of anything. AA
