Mobile phones on Yom Tob

Question

Can a mobile phone be used to make a telephone call on Yom Tob? Would this qualify as making use of pre-exising "fire" similar to being allowed to smoke on Yom Tob? What about a standard land-line telephone? Does it make a difference if you are calling a mobile or land line phone?

It certainly is not clear that it is a problem, however we are not prepared to formally permit it. On the other hand, in circumstances of urgency such as health related issues, it is certainly an option (both cell & reg lines). AA
