NYC water, part 3

My grandmother, oleho hasholom, used to say that both the Rabbis in Europe and the Rabbis in the USA stay up all night investigating the Kashrus of a chicken. The difference is that in Europe, they were trying to find an authority to make the chicken Kosher, in the USA they are looking for an authority to make the chicken treif. Rav Moshe, zt'l live in NYC for more than 40 years and never raised the issue of bugs in the water. Either he never saw them or he felt they were not an halachic problem. If he never saw them, then they are definitely not an halachic problem as what can only be seen with a magnifying glass has no halachic status. Orach Chaim #319 deals with hilchos borer and is not immediately relevant. Yoreh Deah #84 says that these bugs are muttar even though they don't have fins and scales, because they are creatures of water. I do not believe it addresses the issue of the size of the bugs. As a matter of fact, tha Shach indicates that there is a possibility of baal teshaktzu, which would indicate that they are taling about a bug that is noticeable, not one that if you can see at all, would appear, without a magnifying glass, to be a white dot, (so Ive been told). The Taz also writes that if it is maus, disgusting, one cannot drink it. Also, the mechaber continues with the halachos of worms found in fruit, which also indicates that we are talking about bugs that are visable. The issues, as I see them are as follows: Is a bug which is barely visable, if at all, considered a bug? If it is, then Is this a bug that live in water and muttar, or must we be worried about the bug climbing out of the water and crawling back in? The mechaber writes,in general we do not have to worry about whether they left there native habitat. As far as the Chafetz Chaim, was this his own personal chumrah? In any event there is an halachah of baal tosif, and a principal of drocheha darchei noam. In any event, since so many gedolim and Roshei Yeshivot had no trouble drinking the water until a few months ago, the burden is on those who wish to assur drinking unfiltered water to explain what has changed. The fact of the matter is that no one has ever gotten criticised for innovating a chumrah or an issur. People get criticised, as you well know, for coming out with a kulah or a heter. And by the way, since you criticize me for wondering how I'm to afford a water filter, what ever happened to chas Hakodosh Baruch Hu al momonum shel Yisrael. Do these machmeirim have any idea of the number of really poor people out there? Those who can barely pay the rent? Those who only eat the cheapest foods? And these questions have halachic status. Part of the machlokes about accepting machine matzoh was the priority of helping the widows who worked on the hand made matzoh versus the helping of the general klal, by lowering the cost of matzohs to everyone by allowing machine made matzohs. In any event, as for me, unless my questions are answered, I will not accept any halachic authority who assurs NYC water. DW
