Panasonic Foil Shaver

Question

Looking to use a Panasonic foil type shaver. It's an Arc5 model number es-lv95-s. It says on the box it has lift-tech foil technology (lifts and cuts hair that lie flat), but this is not a rotary shaver like norelco. Is this allowed to be used? I was under the impression all foil type shavers were ok. Please advise
