permanent makeup

L'chvod harav, Are you sure permanent makeup is permitted?! My wife was told that it is 100% assur d'oraita. It's a tattoo (see http://www.permanentcosmetics.net/FAQS.htm). How can this be permitted? Thank you, Sammy
