What's wrong with cutting off the peyot completely. According to the Shulhan Arukh Yoreh Deah 181:3 regular scissors aren't a problem with peyot?

Cutting off completely would be a problem, if the entire area is now bald. If you leave the hairs very very short, as a scissors will do, then it's OK. AA
