Answered by Aaron Abadi1) Not respectful to the Shul & the Torah, but the same goes for a non-observant Jew. 2) In my books, the first thing a potential Ger (convert) needs to do is live for a year or two as an observant non-Jew, by keeping the 7 Commandments for non-Jews. Then they should go to a qualified Rabbi, who can explain the pros and cons of becoming a Jew. If the person is determined to be a Jew, and is 1000% prepared to keep all the laws, then they can be converted immediately, by getting a circumcision, which can be done in a hospital like a normal surgery, and going to dip in water, Mikveh.
