Devorah Haneviah (The Prophet) was also the "Chief Rabbi of all Jews. So yes, it can be done. The question is what qualifies a person, man or woman, to be qualified to decide Halachic questions..... Just knowing a lot of Halachot is not sufficient. I'm not sure what part of the title "Rabbi" you are looking to pass on to a woman. Speaking at the pulpit in front of men would not be OK, because of Tzniut. Having an Aliyah or praying among the men, is not permitted. Deciding Halachic questions takes a "Talmid Chacham" who is Rauy LeHora'ah. A woman can reach such a level. We hardly have men capable of this these days. I doubt that a woman can do it today. It means twenty or thirty years of studying Torah all day with the proper direction. It means complete control of your Midot. Gaavah, Kaas, Taavah, the works.... It means 100% compliance to all Halachot. In theory a woman can reach that, in reality, even men haven't often reached this. AA
