Question

If one washes his hands netilas yadaim in the morning like hamotzi he has fulfilled his obligation and may make a bracha on such a netilah Siman 4 halacha 12 and daven. He should wash again to remove the Ruach Raah when he is able to. I hope this what you meant in your post to Josh.

His question was did he fulfill "100% obligation". I think he didn't mean daven and Brachos. On the Halacha, you are correct. CYA
