Question

I would like to know how the Rov holds reagrding a Jew who openly violates Shabbos. Does the Rov hold he has a din akum? And how does the Rov hold regarding Reform/Conservative Jews as opposed to one who was raised observant in regards to tinok shenishbah? Would that make a difference? Thanks.

Being that this is not a simple issue, I faxed this question to my father, so that I can quote exactly his answer to the letter (instead of by phone and paraphrasing). To the best of my knowledge, today, there is no Tinok Shenishbah. CYA
