re: tea on shabbat

Question

a while back you answered that tea bags may be put in a kli sheni. What about iruy which is mevashel kdey klipa - do you have to first put the water and then the bag or is it even allowed to iruy from kli rishon onto the tea bag. Also if the tea bag has never been cooked before isn't it considered kaley hbishul (cooks easily) and may even cook in a kli sheni? Are the standard tea bags cooked leaves or fresh? Thanks, Henry
