Second Day Yom Tov

Question

1. An American visiting Israel for the Holidays who says they may consider staying in Israel wants to know if they can observe only single day Yom Tov. 2. An American student going to live in Israel for a year or two of Yeshiva wants to know if they can observe a single day yom tov. Can you help me out here? Thanks, David
