Shabbat (Hazara)

Question

I heard on an audio tape that your father stated that Haham Ovadia Yosef was chozer on his psak regarding the defintion of dry and liquid. In R. Yosef' Shlita writings (livyat chen) R Yosef is supported by the opinion of R. Yonah that we go after the majority of the item to define whether it is dry or not. in the audio tape available on torahtogo.com, your father states that R. Yosef retracted from this definition, and adopted the position that the item must be completely dry in room temperature to allow chazara. I was wondering if you can confirm this in writing. Also what is your position regarding chazara for dry foods (mevushal kol tsorcho) but was never warmed on friday before shabbat. R Yosef states that the only conditions for chazara by dry foods are that it be dry, completely cooked, and a blech. does that food have to be on the blech before or during shabbat, or can you put any dry fully cooked food on the blech?
