Question

In Rav Moshe's teshuva on shaving during chol hamoed he only allows people to shave on chol hamoed if they shave at least once every 3 days during the year, does your father also hold that? Thanks.

I don't understand. Does he say that you need to track 12 months of shaving that has you shaving every 3 days minimum?! AA
