Shaving Durring Omer

Question

Dear Rabbi, If shaving is assur Durring the Omer, why does Shulhan Arukh only say l'histaper? it seems that the minhag in the syrian community in Brooklyn is to shave, just not to get haircuts. I was told it is based on the fact that l'histaper is being taken litterally. thank you

It has nothing to do with that. It is brought down shaving is muttar if needed for parnassa reasons or a meeting with a important government minister. CYA
