Summer Tznius

Question

If I live in a community where everyone wears open-toed shoes and no stockings with their shortish skirts, does it make any sense to continue wearing bullet-proof tights and closed-toed shoes throughout the summer? Can I wear long skirts with sandals? Keep in mind that I might die of heat exhaustion if I have to wear black stockings, and then how would I praise Hashem? Thanks!
