Swimming on Shabbat

Question

I listened to your father's shiur and I have one question. Why don't we say that the gezerah of building a flotation device also applies if you are in the deep end of a pool, where you can't stand? Why do we say it only applies to a river or ocean? Also, can you go swimming in the ocean if you stay in the shallow water?
