tea bags on shabbat

Hi rabbi, What is the correct halacha regarding the usage of teabags on shabbat? everyone i ask seems to have a different opinion. Does it depend on kli shlishi or manufaturer or not permitted ever? Thanx

The cup that the hot water is placed into is a "Kli Sheni" and it is ok to put the tea bag into the hot water in that cup. YA
