tearing paper and tissues

Question

I got curious again and repeated my fathers tissues survey. Puffs and Kleenex are still true C-folds (that is the Kleenex in the rectangular box, I did not check the boutique box which I think were one continuous sheet last time we checked). All of the other brands (cheaper), 5 in all that we went and opened up this week were one continuous perforated sheet. Some of the commercial brands of c-fold toliet tissues are also one continuous sheet, so I guess we should be checking them too ( a lot of synagogues just buy the c-folded sheets for Shabbat use). Most tissues are not made for disposal in the toilet so they are not designed to degrade in water like toilet paper. Most of the manufacturers suggest that tissues not be disposed up in the sewer or septic system. I usually recommend that scented tissues (such as Puffs) not be used as sanitary tissue by women as they can irritate sensitive mucous membranes. Do you think there is a need or interest for "certified" Shabbat tissues? I guess it would be ideal if the type of paper would be the more degradeable and of course unscented kind too. I do not in any way mean any disrespect. My family has been in sanitary paper for 3 generations and I know that many people believe that they are avoiding tearing paper on Shabbat by using tissues or c-fold sheets when in fact they are tearing from a continuous sheet just the same. If this is something we need to be careful of, then we need to make sure that we are doing what we think we are doing and not doing what we do not think we are doing.
